What exactly do you mean? You don't want to buy from a sex shop and look for ideas?
I tried once sculpting a cock cage using glue gun bars. Check my album.
I don't recommend for long time as I'm not engineer, but it is an idea you can try for fun.
Even the genuine ones I don't wear for more than couple of hours, I prefer only when I am horny and I can't be seen by wifey.

If you had a Prince Albert piercing you could use a chain in place around the thigh.

It is very simple to make chastity devices, many of mine fit on a standard backing ring (avilable cheap and discreet from Amazon), My latest cage ( pictured ) is a very simple but effective idea made from a kitchen spoon, 50p from a charity shop !!!!

An easy way to make a backing plate, is to use a split collar that fits a 45-50mm shaft (Amazon) Then make two rectangular plates to fit as spacers and padlock mount.
