Just had another thought...
If you are more daring you could cut a slit right the way through the length of one tube, fill with staples or even drawing pins (tacks) then wrap it back around the penis.. and then cover it with another tube so the pins cant pop out =)

I really dont think that you can control the erection of a male, This is to to with the blood flow. Unless you can tame the blood flow

Taming the blood flow may work, but no one should do it, because it could be dangerous.

I would have to agree with some other people that it is a natural reaction so it is impossible to do it. One sure fire solution that will 100% work is to cut the dick off :d (but I wouldn't do that, lol)
