Its 2 eight letter words which made me think the first is "possible" mostly because MAY has been underlined but we don't need 2 S's...
And then the second word must be something to do with being nude or exposed, maybe?

look at what the place is [in terms of common noun and not proper noun], and what is special about it than regular ones, then see the sign and whats underlined, compare what could be a common rule in this and the fair

my reasoning behind clue 1 was it is a beach where nudity is allowed, the may indicated there is a possibility but not mandatory so you have the option to dress or be naked... the schedule clue was that it is generally scheduled or planned in september, begins on last sunday of sept to be precise
