I created a folder in google drive. Syncronize your Computer or Smartphone with this folder and then make it your personal Desktop background. Best is to make it random with automatic change. Everyone can upload pics to the folder so it is similar function as from Microsoft.

Google knows the uploader IP adress so keep it legal. And don't put in pics you are not allowed to share with others.
